Adds the post-merge tag+package+release workflow designed in the wayfinder release-pipeline map. NOT SAFE TO MERGE YET: needs a RELEASE_TOKEN repo secret (Gitea PAT scoped repo write + write:package) and a SERVER_URL repo Actions variable (https://git.arthurerlich.de) created first, or the tag/release/registry steps will fail on merge. See the wayfinder ticket for the exact checklist.

Closing in favor of #7: merged this branch's release.yml into ci/pr-version-check so the pre-merge check, the release workflow, and the 0.0.2 version bump land together in one PR.
